Economic Development; exempts certain activities from term "development" for purposes of Local Government Comprehensive Planning & Land Development Regulation Act; defines term "rural enterprise zone"; authorizes Tourism, Trade, & Economic Development Office to amend boundaries of rural enterprise zone & provides requirements with respect thereto; authorizes said office to designate rural champion communities as enterprise zones, etc. Amends 163.3164, Ch. 290.
