Public Transportation Commission; (Hillsborough Co.) designates commission an independent special district; prohibits discrimination in employment & encourages diversity in appointments to taxicab advisory council; provides additional powers of commission; provides for use of hearing officer in certain circumstances & for holding public hearings, issuing recommendations, & filing & hearing exceptions; revises enforcement powers of commission, etc.
