Children's Firearm Responsibility; creates "Children's Firearm Responsibility Act of 2000"; defines "unsafe handgun" & "assault weapon"; prohibits manufacture & importation of unsafe handguns; prohibits manufacture & importation of assault weapons; prohibits furnishing unsafe handguns & assault weapons to minors under 18 years of age; amends specified provision re culpable negligence, etc. Amends 784.05, 790.001,.17,.174, 985.415; creates 790.0659,.066, 985.4167. APPROPRIATION: $1,000,000.
