GENERAL BILL by Transportation & Economic Development Appropriations ; Transportation ; Villalobos

Vehicles/Driving With Unsecured Load; provides for criminal penalties for failure to secure loads on vehicles under certain circumstances; provides for exceptions; provides minimum penalty & mandatory hearing for violations of certain provisions; provides that fines collected for violation of specified provision shall be used to educate public about hazards of driving with unsecured loads. Amends 316.520, 318.18,.19,.21.
