Windstorm Underwriting Association; limits application of insurance risk of Fla. Windstorm Underwriting Association to hurricanes only; revises membership of board of directors under association's plan of operation; requires plan to provide for insured's choice of actual cash value or full replacement cost of certain losses; requires Insurance Dept. to declare certain areas or counties ineligible for coverage through plan under certain circumstances, etc. Amends 627.351.
