Insurance; authorizes DOI to directly purchase annuities for certain purposes; provides criteria & requirements; provides exemption from certain competitive bidding requirements; deletes requirement re calculating deficiency reserve; updates required buyer's guide reference; creates study commission on availability of health care coverage for employee leasing industry, etc. Amends 284.33, 625.121, 626.99, 627.6487,.901,.902; creates 627.4785.
