Vehicles/Passengers/Exterior Riding; prohibits certain persons from riding on exterior of passenger vehicle or in areas not designed or intended for use of passengers on certain vehicles; prohibits certain minors from riding within body of pickup or flatbed truck; provides exceptions & penalties; authorizes counties & municipalities to exempt themselves from such prohibition. Amends 316.008,.2015.
