Elderly Pharmaceutical Insurance; creates "Elderly Pharmaceutical Insurance Coverage Act"; provides program for said coverage for elderly persons & for program eligibility; provides for pharmaceutical insurance contracts; provides contractor responsibilities; establishes elderly pharmaceutical insurance coverage board: provides dispensation limitations & eligibility requirements for program participants who qualify by paying application fee or meeting deductible, etc.
