Student Govts. & State Universities; defines "consultation" for purposes of establishing student fees; provides requirements re recommendations of fee committees; requires establishment of student government at each state university; authorizes each student government to adopt certain internal procedures; repeals certain provision re suspension & removal from office of elected student government officials, etc. Amends 240.235,.295,.531; creates 240.236; repeals 240.136.
