Human Rights Advocacy Councils; redesignates Statewide Human Rights Advocacy Committee as Statewide Human Rights Advocacy Council; eliminates process of appeal to Legislature; redesignates district human rights advocacy committees as local human rights advocacy councils; provides for additional local councils to be established; provides for local councils to monitor activities of, & investigate complaints against, CFS Dept., etc. Amends FS.
