Driver's License/Incompetent Person; authorizes HSMV to require person who is licensed to submit to examination if department has reason to believe person is incompetent or unqualified to retain license; provides for license retention, suspension, denial, or revocation; provides definition; provides for elements of examination, for reports to department, for immunity for certain reports, & for report forms; provides penalty for false reports, etc. Amends 322.126.
