Community-Based Development Org. Act; creates "Community-Based Development Organization Act"; provides legislative findings & intent; provides eligibility requirements for administrative & operating grants to community-based development organizations; provides for award of grants by DCA for housing & economic development projects; provides three-tiered plan; provides description of activities eligible for funding; authorizes DCA to adopt rules, etc. APPROPRIATION: $1,000,000.
