Community-based Development Org.; creates "Community-Based Development Organization Act"; revises exemption from taxation for machinery & equipment used in silicon-technology production & research & development; authorizes counties that levy tourist development tax after specified date for purpose of issuing bonds to construct, reconstruct, or renovate convention center to pay operation & maintenance costs of convention center for life of bonds, etc. Amends 212.08, 125.0104.
