Motorsports Entertainment Complex; provides for distribution of portion of revenues from tax on sales, use, & other transactions to motorsports entertainment complex; provides for certification of such facility by Tourism, Trade, & Economic Development Office of Executive Office of Governor; provides for reduction of funding under certain circumstances; provides for use of funds distributed to said complex; provides for audits by DOR, etc. Amends 212.20; creates 288.1170.
