Lake Okeechobee; provides for implementation of Lake Okeechobee Protection Program; requires completion of Lake Okeechobee Protection Plan by specified date; requires implementation of regional water quality treatment construction project; requires completion of research & rulemaking re Lake Okeechobee; restricts certain diversions of waters; preserves provisions re Everglades; preserves rights of Seminole Tribe of Florida, etc. Amends 373.4595,.406, 403.067.
