Construction/Prompt Payment Act; redefines terms "proper invoice," "local government entity," "purchase," & "construction services" & defines terms "payment request" & "agent" for purpose of Florida Prompt Payment Act; provides for timely payment for nonconstruction services; revises language re timely payment for purchases of construction services & re procedures for calculation of payment due dates; revises language re improper invoices, etc. Amends Ch. 218.
