Education; provides for distribution to classroom teachers who provided international baccalaureate instruction certain bonuses; eliminates requirement that certain instructional personnel make election to participate in DROP within 12 months after reaching normal retirement date; authorizes review by principal prior to reassigning teacher; revises provisions re assignment of teaching duties out-of-field, etc. Amends FS.
