Insurance Agents; requires DOI to adopt rules to govern use of consumer's nonpublic personal financial & health info by health insurers & HMOs; requires maintenance of separate records re insurance products & transactions; describes activities which constitute solicitation of insurance requiring licensure as insurance agent; revises agent application requirements; requires fingerprinting of certain persons, etc. Amends Chs. 624, 626, 648.
