Education/Off-Site Learning Grants; directs Commissioner of Education to make recommendations to Legislature for funding off-site learning grants; provides funding requirements; provides for review panel; provides for adoption of criteria for reviewing grant applications; requires Commissioner of Education to include funding for grants in dept.'s legislative budget request; provides requirements for grant recipients; requires compliance with certain statutes, etc. Creates 228.507.
