Health Care Access; provides legislative intent & definitions; provides for pilot program for health flex plans for certain uninsured persons; provides criteria; exempts approved health flex plans from certain licensing requirements; provides criteria for eligibility to enroll in health flex plan; requires health flex plan providers to maintain certain records; provides requirements for denial, nonrenewal, or cancellation of coverage, etc.
