Firearm Manufacturer/Liability; limits product liability actions against firearm manufacturers or firearm dealers if firearm has integrated safety device when sold or delivered to initial purchaser or user; provides for one-time waiver of firearm license fee if owner retrofits firearm with integrated safety device; clarifies application of term "secured firearm" for purposes of provisions requiring safe storage of firearms, etc. Creates 790.0653; amends 790.174.
