Adoption; amends specified provisions re petition & grounds for terminating parental rights & powers of disposition; removes authority of licensed child-placing agencies to file actions to terminate parental rights; allows biological relatives to have communication or contact with adopted child under certain circumstances; requires licensed facility to adopt protocol for staff re adoption, etc. Amends Chs. 39, 63, 984.03, 985.03; creates 395.1024, 383.310.
