Economic Development; requires freight forwarders to provide warehouse receipts or copies of airway bills or bills of lading for certain purposes; provides misdemeanor penalty for failing to provide such documentation or maintain certain records; revises reporting requirements for State of Fla. foreign offices under contract with Enterprise Fla., Inc.; revises limit on refunds that may be made in fiscal year, etc. Amends Ch. 288, 212.13.

Effective Date: Upon becoming law except as otherwise provided
