State Council on Competitive Govt.; requires council to direct OPPAGA & Efficiency & Enterprise Development Director of planning & budgeting office in Executive Office of Governor to review & report on all requests for proposals, invitations to bid, invitations to negotiate, or contracts issued by state agencies that propose privatization of funded government; requires state agencies to submit certain privatization proposals to council, etc. Amends 14.203.
