Children's Services Accountability; creates Children's Services Accountability Commission; requires CFS Dept. to provide administrative support; provides independence of commission; provides purpose, duties, & membership of commission; provides for meetings & for director; authorizes director & members to examine records re children in child protection system; provides that certain confidential information may be released to commission, etc. Amends Ch. 39.
