Insurance Risk Apportionment Plans; creates Citizens Property Insurance Corporation; revises & applies provisions re Residential Property & Casualty Joint Underwriting Association & association's member insurers to corporation & corporation's participating insurers; requires certain insurers to participate in corporation; provides for application to commercial property as well as residential; requires plan of operation, etc. Amends Ch. 627, 215.555, 624.4071,.4072, 626.752.
