Insurer Rehabilitation & Liquidation; provides construction & purposes; specifies application to certain persons & entities; limits application of certain time restrictions; provides for tolling certain time limitations in certain actions; vests DOI with certain rights as receiver; includes certain costs & expenses of dept. in costs & expenses entitled to be recovered by receiver under certain circumstances, etc. Amends Ch. 631, 626.9541; creates 817.2341.
