Health Care; revises provisions re hospital & ambulatory surgical center internal risk management programs; modifies requirements for risk management & prevention education & training; restricts participation of unlicensed persons in surgical procedures; requires ongoing evaluation of surgical procedures & protocols; eliminates annual report summarizing facility incident reports & disciplinary actions, etc. Amends FS.
