Growth Management; (THIS BILL COMBINES S310,380) revises elements of comprehensive plans; requires intergovernmental coordination between local governments & district school boards; requires certain interlocal agreements; prohibits local government that fails to adopt required element from amending its local comprehensive plan; allows school district to levy by referendum additional millage for school operational purposes, etc. Amends FS. APPROPRIATION: $1,000,000.

Effective Date: Upon becoming law except as otherwise provided
