Turnbull Campaign Finance Reform Act; creates "Marjorie Turnbull Campaign Finance Reform Act"; eliminates provision that authorizes unrestricted expenditure of funds for purpose of jointly endorsing three or more candidates; provides additional requirements for registration of political committees & certification of committees of continuous existence; revises provision re restrictions on contributions to candidate by political party, etc. Amends Ch. 106.
