Alcoholic Beverage Surcharges; provides that surcharges on liquor, wine, cider, & beer sold for consumption on premises shall not be imposed beginning July 1, 2001; removes provisions re imposition, administration, & enforcement of such surcharges, effective July 1, 2004; removes prohibition against deposit of surcharge revenues in Alcoholic Beverage & Tobacco Trust Fund, etc. Amends 561.501,.025,.121; repeals 561.501.
