Basic Life Support Service/Licensure; (Volusia Co.) directs Board of County Commissioners to issue certificate of public convenience & necessity to applicant for licensure as basic life support or advanced life support service that will operate in municipality within county that has population greater than 30,000 upon request of municipality, under specified conditions.
