Mark Schmidt Off-Highway-Vehicle Safety & Recreation Act; provides for publication & distribution of guidebook; provides for repair, maintenance, & rehabilitation of areas, trails, & lands; prohibits use of all-terrain vehicles on public roadways in state; creates Fla. Off-Highway-Vehicle Titling & Registration Act; provides for noncriminal infractions, etc. Amends 316.2074, 375.315; creates Ch. 261. APPROPRIATION: $156,660.
