Nursing Education; includes nursing homes, family practice teaching hospitals & specialty children's hospitals as facilities eligible under Nursing Student Loan Forgiveness Program; exempts such hospitals from fund-matching requirements of program; transfers program from Board of Regents to Health Dept.
