Hillsborough Co./Hospital Liens; amends provision re liens authorized by ordinance in favor of hospitals providing medical care, treatment, or maintenance to patient, & in favor of County when it pays for medical care, treatment, or maintenance of patient; requires ordinance to provide identical procedural remedies to hospitals & County; provides for offset for cost of insurance policy resulting in payment of any part of lien amount; provides penalties, etc.
