Felony Offenses/Enhanced Penalties; provides enhanced penalty for offense of fleeing or eluding law enforcement officer if, in course of violation, defendant causes serious bodily injury to another; provides enhanced penalty for offense of motor vehicle theft if defendant has more than specified number of prior convictions for such offense; increases penalty for offense of operating chop shop. Amends 316.1935, 812.014,.16.
