Higher Education; provides process for authorizing community colleges to offer baccalaureate degree programs; creates fiscally autonomous campuses of University of South Florida; requires Campus Board of University of South Florida Sarasota/Manatee; establishes mission, goals, & board of trustees for New College of Florida; redesignates St. Petersburg Junior College as "St. Petersburg College", etc. Amends 240.3836,.527,.2011.
