School District Flexibility Act; creates "School District Flexibility Act of 2001"; provides for school district flexibility in 2001-2002 fiscal year expenditure of specified funds appropriated in ch. 2001-253, Laws of Florida; provides for reports; authorizes equalized nonvoted capital improvement millage to be expended for operations in FY 2001-2002; provides for repeal.
