Health Care; transfers to Health Dept. powers, duties, functions, & assets that relate to consumer complaint services, investigations, & prosecutorial services performed by AHCA under contract with DOH; deletes provisions authorizing DOH to enter into such contracts with agency, to conform; revises procedures & timeframes for formal hearings of health care practitioner disciplinary cases, etc. Amends 20.43, 456.073,.076; repeals 456.047.
