Emergency & Disaster Responsiveness; provides legislative findings; authorizes State Health Officer to take specified emergency actions to protect public health; provides requirement for instruction of certain health care licensees on conditions caused by nuclear, biological, & chemical terrorism, as condition of initial licensure, &, in lieu of requirement for instruction on HIV & AIDS, as condition of relicensure, etc. Amends Chs. 381, 401, 456, 458, 459.
