Health Care Administration Agency; repeals specified provision which provides eligibility of specified persons for certain optional medical assistance; revises eligibility for certain Medicaid services & methods of delivering services; revises, & prescribes additional, eligibility standards re pharmaceutical expense assistance; revises reimbursement rate to pharmacies for Medicaid prescribed drugs, etc. Amends Chs. 400, 409, 414.
