Lawton Chiles Endowment Fund; constitutional amendment to authorize Legislature to appropriate investment income from Lawton Chiles Endowment Fund as provided by general law & to limit use of principal of endowment fund to emergencies that relate to children's health or welfare programs or community-based health & human services. Amends s. 20, Art. X.
