Parental Kidnapping Prevention Act; creates "Vivian Trout Parental Kidnapping Prevention Act"; authorizes court to issue protective custody warrant to secure recovery of unlawfully detained child; authorizes court to issue emergency protective order under certain circumstances; prohibits detention or concealment of child from lawful custodian or person with right to visitation; specifies circumstances under which law enforcement officer may take child into protective custody, etc.
