Red-Light Safety Act of 2002; creates said act; defines term "traffic infraction detector"; creates pilot project in Broward, Leon, Palm Beach, & Pinellas Counties administered by HSMV; authorizes counties & municipalities in pilot project to enact ordinances permitting use of traffic infraction detectors; provides exception; provides penalties for traffic-control signal violations detected by traffic-infraction detectors, etc. Amends 316.003,.0745, 320.03.
