Title Insurance; provides legislative intent; clarifies prohibition against unlawful rebates as unfair method of competition & unfair or deceptive act; revises definition; specifies allowable rebatable portions of premium; amends provisions to conform; provides for rebating portions of certain premiums under certain circumstances; specifies criteria & limitations. Amends 626.9541, 627.7711,.776,.780; creates 627.7805; reenacts various FS.
