Electric Utilities; redefines term "electric utility"; provides that wholesale generators operating under federal law are electric utilities for purposes of qualifying as applicant for determination of need; provides criteria for determination of need for wholesale power plant; provides for review & approval of proposed transfers of public utility assets by PSC. Amends 403.503,.519; creates 366.052.
