Immigrant Children/Federal Programs; provides for Florida Kidcare program enrollment of certain immigrant children not eligible for specified federal programs; requires state medical assistance program for certain immigrants not eligible for federal Medicaid benefits; requires state food stamp program for certain immigrants not eligible for federal food stamp program. Amends 409.814, 414.31; creates 409.9041.
