Environmental Protection; requires that DEP adopt uniform mitigation assessment method by rule by July 31, 2002; extends time by which United States EPA may approve state's implementation plan for controlling air pollution from citrus juice processing facilities; clarifies maintenance dredging permit exemption to allow for discharge of return water from spoil material, etc. Amends 373.414,.406, 403.08725,.813.
