Health Care Practitioners/Loans; provides for emergency order suspending license of any health care practitioner who has defaulted on student loan issued or guaranteed by state or Federal Government; clarifies ground for disciplinary action for failing to perform statutory or legal obligation to include failing to repay student loan issued or guaranteed by state or Federal Government in accordance with terms of loan, etc. Amends 456.074,.072; reenacts 456.026,.073.
