Emergencies & Disasters/Response; transfers to Health Dept. powers, duties, functions, & assets that relate to consumer complaint services, investigations, & prosecutorial services performed by AHCA under contract with department; provides additional penalties to be imposed on certain health care practitioners re notice to patients concerning availability & access to medical records; specifies terms under which public health emergency is declared, etc. Amends FS. APPROPRIATION: $50,000.
